According to the following Microsoft Documentation 


>> "The Read Scale-Out feature is enabled by default on new Premium, Business Critical, and Hyperscale databases"

In fact,

1. Using the portal Read Scale-Out feature is disable by default in all services (Premium, Business Critical, and Hyperscale)

2. Hyperscale databases does NOT supports Read Scale automatically by default You can create Secondary replicas which make it work, but this is not supported by default as the Docs says

> Using the Portal there is no option to configure Read Scale on Hyperscale!
> you can try to enable Read Scale on Hyperscale using PS and it does not work as well if you did not created secondary databases
