If the error message "udevadm trigger is not permitted while udev is unconfigured" raise during booting, then there is a simple solution, which worked for me.

execute the command ls in order to get the list of kernels that you have:
# ls /boot

Now execute for each kernel that does not work for you the command update-initramfs in order to recreate the special ram-based file system ramfs. This file system used during the bootup process. It is a special image attached to the kernel.
# sudo update-initramfs -u -k 3.13.0-65-generic
